ساجده رحیمی ، اقتصاد۲۴ – انفجار بیروت با نیرویی معادل نیروی زلزله‌ای با قدرت ۵/ ۴ ریشتر تاثیر عمیقی بر سرنوشت لبنان گذاشت و امروز زندگی مردم لبنان را نه تنها سقوط اقتصادی، بلکه مشکلات سیاسی و اجتماعی تهدید می‌کند و مسیر دشواری را برای بازگشت به زندگی عادی برای آنها ترسیم کرده است. امیر دبیری مهر، پژوهشگر و استاد دانشگاه در گفتگو با اقتصاد۲۴ از اثرات انفجار بندر بیروت در مسائل اقتصادی و اجتماعی و آینده این کشور لبنان می گوید. * به نظر شما انفجار در بندر بیروت چه تاثیری بر اقتصاد این کشور خواهد گذاشت؟
– نقش بندر بیروت در اقتصاد کشور لبنان مشخص است. این نقش امروز کم نشده بلکه از بین رفته و حتما تاثیر منفی بر اقتصاد لبنان تاثیر منفی خواهد گذاشت و به نوشته بسیاری از رسانه‌ها امروز لبنان به سمت ورشکستگی حرکت می‌کند. یک پیامد مهم آن است که یک کشوری مثل لبنان که کوچکترین مساله‌ای می‌تواند ساختار سیاسی و اجتماعی آنجا را تحت تاثیر قرار دهد و کشور را به سمت بی ثباتی سوق دهد، چنین اتفاقی در این حد و اندازه مطمئنا منجر به اتفاقات سیاسی و اجتماعی در لبنان خواهد شد.

بی ثباتی سیاسی و اجتماعی به طور طبیعی می‌تواند مشکلات اقتصادی را ایجاب کند. اینکه مکرون رییس جمهور فرانسه بلافاصله به لبنان سفر می‌کند هم به دلایل تاریخی است و هم دلایل سیاسی و اقتصادی روز.
دلیل تاریخی آن این است که همواره فرانسه بعد از جنگ جهانی اول، لبنان را متعلق به خودش می‌داند و در واقع آن را سهم خاورمیانه‌ای خود به حساب می‌آورد. از نظر نفوذ فرهنگی هم فرانسوی‌ها نسبت به انگلیسی‌ها در لبنان نفوذ بالاتری دارند و آنقدری که انگلیسی‌ها در فلسطین و سوریه نفوذ داشتند در لبنان از ابتدا نداشتند و فرانسوی‌ها بودند که در آنجا جای پا داشتند و این حس به ظاهر مسئولیت و نقش تاریخی فرانسه را باید با سفر به آن نقطه نشان دهد.
دلیل اقتصادی آن هم کمک به خرابی‌های بندر است، اما واقعیت فراتر از بندر است و خیلی از حوزه‌های اقتصادی، اجتماعی و.. آسیب دیده اند و اولین پیامد‌های آن در روز‌های گذشته به صورت اعتراض و تظاهرات و تخریب خودش را نشان داده است.

می‌توان گفت هر کس که برای بازسازی زودتر اقدام کند و قدرت بیشتری هم داشته باشد می تواند نقش بیشتری ایفا کند و بهره برداری‌های خودش را هم انجام دهد که فرانسه قطعا برای خودش حق تقدم قائل است خیلی بیشتر از ایران، عربستان، سوریه و.. که بازیگران اصلی در لبنان هستند.
* آیا اقدام کشور ترکیه برای واگذاری یکی از بنادر این کشور به لبنان هم در همین راستاست؟
-بله قطعا؛ ترکیه هم امروز برای خودش نقش قدرت منطقه‌ای تعریف کرده و خودش را یک قدرت منطقه‌ای و حتی فرامنطقه‌ای می‌داند. امروز ترکیه تا شمال آفریقا رفته و می خواهد سهمش را از دوران پسا آنارشیسم لیبی برداشت کند و به صورت فعالی در آنجا حضور دارد.

ما نمی‌توانیم منکر سیاست خارجی مبتنی بر اقتصاد در ترکیه که یک الگوی موفقی شده است، شویم. ترکیه امروز مناسباتش را بر اساس منافع اقتصادی، افزایش ارزش لیر، افزایش سرمایه گذاری، یعنی بر اساس مولفه‌های اصلی اقتصاد بنا کرده و کشور موفقی هم شده علی رغم اینکه هم رو به روی آمریکا می‌ایستد و تحریم هم می‌شود و بالاخره جاه طلبی‌های منطقه‌ای خودش را هم دارد. به صورتی که حتی تا چند سال پیش به صورت رسمی از داعش هم حمایت می‌کرد و گا‌ها به شمال عراق و سوریه تجاوز هم می‌کند، ولی شکی نیست که در این حوزه موفق هم بوده است.
* آینده لبنان پس از این انفجار به چه سویی خواهد رفت؟
– نباید موضوع را منفی نگاه کرد؛ همیشه در دنیا همینطور است و اتفاقی که می‌افتد زوایای مختلفی دارد و همیشه منفی نیست. مثل سوریه که بر اثر جنگ داخلی آسیب دیده است، اما همین سوریه الان به یک فرصت برای نفوذ و سرمایه گذاری تبدیل شده است که روس ها، عربستان، قطر، ایران و حتی ترکیه به آن چشم دارند. این اتفاقات همیشه منفی نیست و بر اساس قاعده‌ای در سیاست و اقتصاد جلو می‌رود و خلائی در قدرت نداریم و هرجا خلاء باشد یک قدرتی می‌آید و آنجا را پر می‌کند، همانطور که در اقتصاد هم یک خلاء سرمایه وجود ندارد و هر جا بستری وجود داشته باشد سرمایه به آنجا می‌رود حالا هر جا که باشد.
در لبنان هم یک اتفاق بسیار ناگواری افتاده که متاثر کننده است و ضربه محکمی بر شهر و مردم زده است که ناراحتی‌ها و کمک‌ها به جاست و باید انجام شود، اما بعدش جنبه‌های موضوع مهمتر از جنبه‌های بازسازی و سرمایه گذاری است.
اما باید گفت وضعیت جامعه لبنان به دلیل بافت قومیتی و مذهبی و موقعیت ژئوپلیتیکی آن و نوع تقسیم قدرت در این کشور و ساختار مجلس، نخست وزیری و ریاست جمهوری و تهدیداتی که از جانب اسرائیل داشته و آسیب‌هایی که از این ناحیه خورده است، خیلی کشور ویژه‌ای است و متغیر‌های خیلی متنوعی در سرگذشت و سرنوشت این کشور دخیل است. به نظر می‌رسد این انفجار گسل‌ها را در این کشور فعال می‌کند که یکی از نمونه‌های آن همان تظاهرات روز‌های گذشته است به همین خاطر باید مسائل لبنان را تا به یک وضعیت ثابت تری برسد، شاید لازم باشد هر چند روز یکبار تحلیل کرد تا دید چه اتفاقاتی در آنجا خواهد افتاد.
ویژگی لبنان این است که همیشه وضعیت آن به صورت ژله‌ای و سیال بوده و به همین خاطر است که در طول تاریخ مورد طمع کشور‌های دیگر بوده و خودشان هم انزواطلب نیستند که این موضوع برایشان هم فواید و هم مضراتی به دنبال دارد و امیدواریم این اتفاق منجر به فرآیند‌های مثبت برای مردم لبنان شود.
